West Texas Farmers Wasting Water?

I live in Lubbock, Texas. I had to drive to Carlsbad, New Mexico, which is 180 miles southwest of Lubbock. The landscape between the two cities is littered with farms the whole way. I drove the trip in the heat of the afternoon. It was in the mid nineties and the wind was pretty stiff. I was shocked to see the huge number of farmers who were watering their crops in this heat.

In fact, I am hoping someone who is reading this can explain to me why farmers would be watering their crops when a great deal of the water would be wasted because of the heat and high winds. It just appears to me that these farmers do not have much thought about water conservation. There is no telling how much water was wasted due to this practice.
